Latest collaborative research* We show that less than 10% of natural flows now reach the Indus Delta—its active area has shrunk by 92% since 1933. Why? We argue that Colonial-era irrigation systems and post-independence water policies entrenched centralised, technocratic control, sidelining ecology and delta communities. Using historical institutionalism, political ecology, we introduce the Delta Harm Score (DHS) to assess water laws—the results reveal persistent, systemic harm driven by elite control and infrastructural lock-ins.
